192 FRANCHISE BRANDS CALL ON CONGRESS FOR MORE PPP LOANS, GREATER ELIGIBILITY

Leading Businesses Ask Congress to Increase Eligibility for their Franchisees in Upcoming Relief Bill

WASHINGTON, D.C., AUGUST 6 – 192 leading American franchise brands today sent a letter to Congress calling for expanded access to a proposed second round of Paycheck Protection Program (PPP) loans, which is currently under discussion in Congress.

Congress’s current PPP proposal includes a provision requiring businesses to have a revenue decline of greater than 50 percent before accessing the second round of funds. While the International Franchise Association (IFA) members on the letter believe that a revenue decline threshold is important, setting that threshold at 50 percent excludes many small businesses in need of support.

“This letter highlights the overwhelming need for additional relief for franchise small businesses,” said Matt Haller, IFA Senior Vice President of Government Relations and Public Affairs. “The small businesses that comprise these brands have worked to create a safe, clean, and compliant environment for their customers and employees alike, often while operating at a greatly reduced capacity. Congress should act quickly to support small businesses like these as the pandemic continues to ensure they can stay afloat and keep their employees during this difficult time.”

On behalf of their franchise owners, the letter signatories are asking Congress to lower that threshold. According to market research firm FRANData, more than 100,000 franchise businesses have had revenue declines between 25 and 50 percent.

In part, the letter states:

Many small businesses like the ones in our systems operate on slim margins. For them, a revenue decline could mean the difference between staying in business or closing. For their employees, this revenue decline could mean the difference between remaining at work and receiving benefits or joining our nation’s too-high number of unemployed people.

For businesses with revenue declines of less than 50 percent – businesses currently excluded from Congress’s proposal – access to a second round of PPP funding, and a new, long-term, low-interest loan program, may prove the lifeline they need to stay afloat throughout the economic recovery. Many of these businesses initially benefited from PPP, but through no fault of their own, remain closed or forced to operate at reduced capacity to protect public safety and health for their employees and customers. This second round of funding and access to these long-term loans is akin to a targeted investment from the federal government into the very businesses where it can make the most difference.
